Why Does YouTube Have a Fading Effect on My Screen

Anytime I watch videos on YouTube, I see a very weird fading or dimming effect on my screen. The brightness looks like it is slightly changing or fading in and out during the video. I don't really know if this is a YouTube feature, a browser problem, or something to do with my display settings. Has anyone else had this problem with the screen fading on YouTube, and what is the solution?
