yeah totally there are some apps that do that. i've seen people use 'toonme' for more general cartoon styles, but for a specific anime human character from your pet, you'd probably have better luck with a general AI art generator. like stable diffusion or midjourney if you know how to prompt it right. it takes a bit of tweaking to get it really good but it's definitely possible.
