Open the photo in Photos → tap Edit → select Depth (if available) and adjust blur, or use a third-party app like Snapseed or Instagram’s blur tool.

To blur a photo on iPhone, open the Photos or Camera app. Select the photo you want to edit, tap Edit, then use the portrait mode or markup tools. In Markup, choose the pen or brush, adjust opacity, and swipe over areas to blur. Save the edited photo when finished.

Oh that’s super easy, just open the photo in the Photos app, tap Edit, then use the Portrait depth control if it’s a portrait shot or adjust sharpness to soften it a bit. I usually play around with it for a few seconds till it looks natural.
