How To Blur A Photo On iPhone?

I want to blur a portion of a picture on my iPhone, say a person's face, or to obscure the background, but I don't know how. Is there a Photoshop feature on the iPhone that allows you to blur pictures, or will I need to get a third-party app? I need instructions that are straightforward to follow if I want to blur or pixelate a part of the photo quickly.

I just tried using the "Markup" feature in Notes to blur a photo on my iPhone and it worked surprisingly well. It's not as seamless as some other photo editing apps, but it's a quick and easy way to blur a photo on the go.
