yeah hazel's right, sounds like a connection thing. i had a similar error code in a different game last month that always popped up when my wifi was being weird, even if other stuff worked fine. rebooting my router usually fixed it for me, maybe try that too after the vpn and file check stuff. sometimes it's just the home network being goofy tbh.
