What is a PDF and how do you edit one for free?

Bit of a basic question, but - what actually makes a PDF different from a normal document, and why can't I just edit it like a Word file? I've got one where I need to change a couple of words and it's driving me up the wall. Is there a free way to edit PDFs without buying the whole Adobe suite?
