A VPN, proxy, or browser extension can be used to circumvent the network restrictions that do not allow YouTube. Only ad hoc/admins can make access available to managed networks (schools/work) as required by the law.

When allowed to access YouTube it is possible to unlock it with the help of VPN services, proxy websites or by simply tweaking the network settings to allow access. Approval by administration is usually needed in schools or offices.
If YouTube is blocked, the easiest way is usually to use a VPN. I personally use ProtonVPN or Windscribe, and they work well without slowing down too much. Just pick a server in a country where YouTube isn’t restricted, and you’re good to go.
