Data breach settlements: how to check if you're owed money and how to claim

Got a vague email about some data breach settlement and I genuinely can't tell if I'm owed money or if it's a phishing attempt dressed up nicely. How do you check whether you're actually eligible for one of these, and how do you claim it safely? Don't want to go handing my info to the wrong site.
